What is the People’s Survival Fund (PSF)?
The PSF is a suppletory fund created under RA 10174 to provide support in the design and implementation of adaptation projects and programs.

Who can submit proposals to access the PSF?
The PSF Secretariat will only accept applications from an official Local Government Unit within the Philippines (e.g., province, municipality, city, barangay).
What are eligible projects? Examples?
Under RA 10174, the PSF will support projects that promote climate adaptation such as, but not limited to:
- Adaptation activities, where sufficient information is available to warrant such activities, in the areas of water resources management, land management, agriculture and fisheries, health, infrastructure development, natural ecosystems including mountainous and coastal ecosystems;
- Improvement of the monitoring of vector-borne diseases triggered by climate change, and in this context improving disease control and prevention;
- Forecasting and early warning systems as part of preparedness for climate-related hazards;
- Supporting institutional development, for local governments, in partnership with local communities and civil society groups, for preventive measures, planning, preparedness and management of impacts relating to climate change, including contingency planning, in particular, for droughts and floods in areas prone to extreme climate events;
- Strengthening existing; and where needed, establish regional centers and information networks to support climate change adaptation initiatives and projects;
- Serving as a guarantee for risk insurance needs for farmers, agricultural workers and other stakeholders; and
- Community adaptation support programs by local organizations accredited by the Commission.

What is the Concept Note process of the PSF? How does it work?
For this 2026 Call for Proposals, as approved by the PSF Board, the PSF is introducing the concept note stage to simplify the application process for local governments units, requiring minimal documentation. This stage is meant to help establish a strong climate rationale and ensure alignment with the National Adaptation Plan. Once the concept note has passed the review and evaluation stage of the Climate Change Commission, the PSF Secretariat will coordinate to assist the LGU in proceeding with the Full Funding Proposal.
What happens after submitting a Concept Note?
Submitted concept notes will be reviewed and evaluated based on approved PSF Board policies. The outcome of the review process may be as follows:
- proceed to full proposal development,
- revise for future submission, or
- do not proceed, depending on the strength of the proposal.
What is the Full Funding Proposal? How does it work?
The Full Funding Proposal stage is the process where applicants with successful concept notes are eligible to submit their complete proposal with detailed information on the activities and costing of the proposed project. A separate template will be provided for this purpose.
During this process, the LGU will be required to submit the following documents:
- Letter of intent signed by the Local Chief Executive;
- Accomplished Project Proposal template;

Adaptation References which may include the following:
- Climate Risk and Vulnerability assessments;
- CCA-DRR-enhanced Comprehensive Land Use/Development plans (CDPs); and
- Local Climate Change Action Plan; and
- Annual Investment Program.
Can LGUs partner with other organizations?
Yes, LGUs may collaborate with implementing partners such as NGOs/CSOs, academic institutions (SUCs or HEIs), or coordinate with National Government Agencies. These potential partners should be identified in the Concept Note.
Are LGUs allowed to access other funding sources aside from PSF?
Yes, LGUs may indicate other sources of funding (in-kind and financial contributions).
What are Nature-Based Solutions (NbS)?
The PSF promotes Nature-Based Solutions which are approaches that use natural systems, such as forests, mangroves, and wetlands, to address climate risks while providing environmental and social benefits.

Who approves the proposals?
The Climate Change Commission (CCC) and National Panel of Technical Experts evaluate the climate rationale of the proposals. This follows a field appraisal and a formal endorsement of the majority of the CCC Commissioners. Once complete, the PSF Board deliberates on whether or not to accept the proposal based on the prioritization criteria.
What are the Fund’s limitations?
There is no cap / ceiling for the PSF grant.
